Biagio Ciccone, a native of Saviano, a member of the secretariat of the regional UIL Campania, a member of the PD area until a few months ago, is the new president of the Development of Municipalities of Nolan. The new president takes over from Ciro Cimmino to turn appointed Chairman of the Board together with Francesco Petrella and Anthony Alfieri. To dial the new Board of Directors Ferdinando Ambrosino, a former Mayor of Saviano (Vice President) and Raffaele Riccio, a former Mayor of San Paolo Bel Site Appointments arriving the natural expiration of the mandate, but they still raised objections, especially among the hard benches of 'opposition on the council. Approximately one month before the appointment of the new CDA Development Agency of Municipalities of Nolana, the (few and isolated) criticism of the (little or absent) political opposition, and on the fact that the president and his deputy were members, until a few months ago, the Democratic Party and who are both natives of the City of Saviano, have already been forgotten.
We waited a month to see if any politician or civil society would put other (much more serious and disturbing) questions on the appointment of the Agency but we dovuto constatare, non senza un certo rammarico, che null’altro si è avuto da dire.
Per tali motivi il Comitato ha deciso di parlare, ben consapevoli che, lungi dall’ottenere l’effetto di stimolare i nostri amministratori locali (e i cittadini stessi) ad un serio esame di coscienza sulla natura e gli effetti della gestione politica del territorio, accresceremo solamente la schiera dei nostri "avversari".
La nostra coscienza civile ci impone comunque di esporre argomenti di cui, nell’area nolana, molti sono a conoscenza ma di cui nessuno ha il coraggio di parlare.
Cominciamo dal dire chi sono i tre membri del nuovo CDA dell’Agenzia:
Biagio Ciccone , originario di Saviano, è membro della segreteria confederale della UIL Campania dal febbraio del 2010 e funzionario dell’ITALGAS (gruppo ENI). Poche persone – salvo le bene informate – ricordano che il Ciccone in gioventù è stato, nelle fila del PSI, membro della amministrazione e poi sindaco (tra il 1989 e il 1990) del Comune di Saviano il cui consiglio, fu sciolto il 07 agosto 1990 dal Presidente della Repubblica per infiltrazione mafiosa;
Ciccone abbandona definitivamente la politica attiva tra il 1992 e il 1993, nello stesso periodo in cui diversi esponenti dell’amministrazione comunale di Saviano vengono arrestati e processati per diversi reati legati agli appalti comunali; in those years was begun prosecution of Senator Saviano Mensurius Carmine (court then tragically stuck in 1996 because of death by suicide dell'inquisito senator DC) and other processes resulting from the revelations of the two supercollaboratori of Justice Carmine Alfieri and Pasquale Galasso;
Ferdinando Ambrosino, a doctor belonging to the group of very young DC headed by the late Senator Carmine Mensurius, Saviano was mayor in 1992 and was arrested, along with other members of the municipal administration of Saviano, 1993 on charges that he illegally awarded a contract by about seven hundred million dollars for the construction of a school (Case mentioned in the biographical note on Ciccone);
After this episode also Ambrosino leaves active politics until the early years of this decade when, following the rise of political Pasquale Sommese (another old member of the group of Senator Mensurius years eighties and sponsored in the years 1997 to 2005 or so, the doctor, the same joint Mensurius, Giuseppe Scalera, today Senator PDL) in 2005 was elected mayor of Saviano in the ranks of the Margherita (the party of which becomes Sommese regional councilor in the same year ) and then sensationally resigned after one year and opening the way for election as mayor of Rose Bouillon (always in the ranks of the Margherita, but in proportion to Recommended working regional PD Roberto Conte);
Raffaele Riccio, a lawyer, mayor of San Paolo Bel Sito from 2005 to 2010 (FI and then PDL) and son of the mayor of St. Paul several times (dissolved twice for criminal association) Luigi Riccio, Raffaele and became mayor of St. Paul, his father Louis was arrested for serving a sentence for collusion with the Mafia, after five years of administration was marred in the early months of accusations of vote-buying as well as extortion of consensus systems through intimidation (of which, however, there has been no judicial confirmation), Luigi Riccio choose not to reapply to be replaced by Manolo Cafarelli, PDL representative of the majority, of course in turn elected mayor;

From examination of the three components of the CDA biographical Development Agency of Municipalities of Nolana is clear that, beyond any considerations of personal and professional integrity of the nominees (on which nothing can and should say), twenty years after the first republic and the earthquake politico di Tangentopoli, la classe dirigente dell’area nolana è ancora prevalentemente composta da gruppi politici appartenenti a tale oscuro periodo di storia della Repubblica.
Altra considerazione che naturalmente emerge è il fatto che le nomine del CDA dell’Agenzia di Sviluppo non fanno altro che evidenziare la debolezza politica delle amministrazioni comunali membre del consorzio rispetto ai due personaggi politici che tali territori "politicamente controllano": Paolo Russo e Pasquale Sommese, senza dimenticare la presenza più o meno defilata dello stesso senatore Vincenzo Meo.
Altro interrogativo che ci siamo posti (e che nessuno ha ricordato o ha voluto ricordare) riguarda un evidente conflitto di interessi charged to the President: Biagio Ciccone was elected in February 2010, a member of the secretariat of the regional UIL Campania, for those who do not know the confederal unions (CGIL, CISL and UIL) have the main function (as attested by the regional regulations), from development agencies, to ensure that both the acts of address and the results and the implications for employment policies of investment of public funds to agencies.
The fact that the Chairman of the Development of Municipalities of Nolan is entrusted to a regional secretary of the UIL, which as far as I know still has not resigned from his post of trade union raises legitimate questions about what the level of control institutions (by the unions) on the activities of the agency (because of the apparent conflict of interest posed by the controller to guide the auditee).
Some general considerations:
The fact that, in Nolan, has not been possible in the past twenty years, the formation of a class agriculture policies are not directly affected by a certain time, at least obscure, history Republican raises the question as to what are and have been environmental reasons for this situation.
As mentioned, although there were no direct indications of criminal responsibility at the expense of many people involved in the nineties in processi per associazione o concorso in associazione mafiosa (tra l’altro diversi processi, quale quello a carico del senatore Meo, si sono estinti per prescrizione prima della sentenza definitiva o comunque hanno assolto in forma dubitativa), bisogna ammettere che, nella fascia di territorio che da Castellammare di Stabia, passando per l’area vesuviana, giunge fino a Nola e al basso casertano, le commistioni tra politica e camorra (senza tralasciare la famigerata massoneria, deviata o no) sono particolarmente profonde e radicate tanto (è il caso dell’area nolana) da far confondere i due livelli.
Una descrizione particolarmente dettagliata delle commistioni tra politica e criminalità organizzata nel territorio della provincia di Napoli è stata fornita dal giornalista Nello Trocchia, che fin da giovanissimo si è dedicato allo studio dei fenomeni mafiosi proprio a partire dall’area nolana.
L’unica cosa che possiamo fare in una situazione siffatta, è continuare la nostra attività di controllo sull’attività delle amministrazioni locali dell’area nolana.
Sicuramente nei prossimi mesi, dovremo necessariamente porre particolare attenzione alle attività della Agenzia di Sviluppo dei Comuni dell’Area nolana (che fino ad oggi si è già caratterizzata per una gestione quantomeno poco trasparente oltre che scarsamente impattiva sul tessuto socio-economico locale).
