The study prepared by Censis on conditioning of mafia economy, society and institutions of the South

The study, commissioned by the President of the Parliamentary Commission on Organized Crime, is a framework (developed with the methods of market surveys and through statistical analysis) that the same Censis summarizes:

"The presence of organized crime, marked by a strategy of silent camouflage with social and economic fabric, and a great capacity for transformation and innovation of business models, seriously affects the lives of a significant part of population and limiting the possibilities for economic and social development. The report is the result of work carried out by Censis performance in the post of advice given by the Parliamentary Commission of Inquiry on the Mafia. The analysis concentrates on the strength of the pervasive crime organized on the socio-economic gap between the south of the mafias and the rest of the country, the deficit trust and cohesion within society, fear of business, the culture of legality and the degree of transparency of public administration.

We, of course, we are particularly interested in the impact of the lack of transparency of public administrations on the phenomenon of growing criminal enterprises in the field of public procurement.

Here are excerpts from Chapter 4 of the Report concerning Censis: transparency of public administration and law-abiding culture :

La società, in front of the inefficiency of the system, looking for a "channel" preferential access to services, and the public sector take advantage of it by using the access control services as a lever to increase and consolidate the power of some and make the availability of services conditioned by mechanisms entirely discretionary.
Consider that, according to research Censis motivations and content choices to vote in 2008 elections, about a quarter of Italians said that he aimed at a political solution to a problem. A significant finding, given that this value should be added the proportion of those who did not wish to disclose this type of behavior.
Non a caso i dati precedentemente citati sulla tendenza a far ricorso alla raccomandazione da parte di politici, take values \u200b\u200beven more significant if we consider only the regions of South Whilst in Italy, as mentioned, about a quarter of respondents say they have sought the intercession of a politician to solve a problem in the South is one third (32.4%) to have done, and the comparison becomes even more meaningful if conducted with respondents living in the North West who claim to have made use of only 12.9% of cases.
All this in the south combined with the presence of organized crime, which is in the air conditioning apparatus of public institutions and one reflection of the roots of its power over the territory and a of how the accumulation of enormous wealth.
The results show that the legal offensive to the world of contracts, services and public financing are made explicit in different ways depending on the criminal organizations, which may make use of violence and intimidation, or rather of collusion more sliding, but in any case it is clear that the ability to lubricate the gears of bureaucracy from the mafia meets well with the extreme permeability of Public Administration.
To get a picture of the phenomenon of corruption, the only reliable data that can be used are those relating to complaints received by the Force Order: This is data to be used with caution, as they represent only the tip of the iceberg that remains largely hidden, but still provide an indicative of the situation, which proves particularly troubling for the regions of South As reported in
First Report to Parliament on Anti-Corruption and Transparency Service (SAeT), the total complaints of crimes against the Public Administration in the period 2004-2008 remained almost constant, amounting to just over 3,000 per year for a total of 19,019 complaints in five years, except 2006, when 5,499 complaints were. The number of people reported that in five years were 71,189, suffers a sharp increase in 2006 (19.976 reported), followed by a decline between 2007 and 2008, when it touches the minimum value, equal to 10,846. [...]
analyzing the composition of the complaints for offenses, it is clear that in most cases will be criminal cases that, to be perpetrated, require the participation of more individuals organized. Consider, for example, the scam to the achievement of public funds (Article 640-bis of the Criminal Code) and all'indebita of funds in the State (Art.316-ter of the CP), which together account much as 45.1% of the total of 19,019 crimes reported during the five years, and are, along with the crime of abuse of office, in the top three ranking for the number of crimes reported. This is, inter alia, crimes that result in a diversion of public funds and recipients to purposes which would naturally be addressed, causing significant economic damage to the integrity and heritage of public administration, with strong repercussions on the system state and on budget public.
The results of investigations and litigation activities show that the infiltration capacity and conditioning of organized crime on public administration is exerted mainly at the local level, where the contiguity is larger, and on those activities that provide greater profitability economic, government procurement, therefore, the funding, waste disposal, and in those areas (especially the health sector) where public spending is more concentrated in the hands of the regions.
